Emuparadise Has a Nice collection Of games For The Dreamcast and Romhustler does also have some But their Host is slower so itl take a while longer to download

You need to change the location the emulator is looking for the Bios file.. To do this you just go into the program and head into Config>Plugins and paths.. there youl find a Box saying Roms and bioses path... you need to direct that too the Roms folder in the Emulator Folder becasue thats where the bioses are.. Sorry for late reply btw...
